The Police Academy of Cambodia (PAC) is a public educational establishment which acts as the secretariat to the Minister of Interior, entrusted with the following roles and responsibilities:

• Conducting the Police Science Research relating to the security, public order, leadership and command; and the research in relation to prison affairs.
• Delivering the human resource training on security, public order, general education, laws, information technology and foreign languages to the National Police and the Prison Officers at all levels as well as to the students and the civil servants.
• Managing and leading/commanding on education and training for all levels and all skills.
• Designing Education and Training Plan for the Basic Police Professional skills, Associate Degree, Master Degree level, Enrichment and Improvement courses as well as various other short-term training courses.
• Managing and planning for capacity development of the National Police and Faculty.
• Designing and developing of educational curriculum for all levels on specialized skills and methods of operation of the National Police and Prison Officers according to the security situation, social order of the nation development; and modernizing of teaching material contents, studies curriculum, training program and organizing of studies practicum.
• Planning for budget, means, materials for serving the training of National Police and Prison Officers; and the functioning of the Police Academy of Cambodia.
• Managing the income and expenditure in accordance with the financial procedure and technical tools of the Police Academy of Cambodia.
• Managing on inventories, assets, logistics and technical equipment of the Police Academy of Cambodia.
• Issuance of Degrees, Certificates according to the level of studies and specialization to the trainee/students who are successfully graduated as well as the issuance of certifying letters to the trainee/students who failed to fulfill all the requirements of the Police Academy of Cambodia.
• Managing the subordinating police officers and evaluating for recommending for the appointment of positions, transfer of duties, promotion of ranks, issuance of appreciation certificates, or imposing disciplinary actions following the formalities and procedure for the leadership of the Ministry of Interior for consideration and approval.
• Collaborating with the Personnel Department on National Police and the Department General of Prison, in assigning the National Police and the Prison officers to attend the training on National Police Professional and Prison Management Skills at the Police Academy of Cambodia according to each year of the annual plan.
• Collaborating in preparation of exam papers, papers correction and the process of police recruitment exam in order to propose to the Minister of Interior for consideration and approval.
• Making the performance consolidation report and the continuing direction of the Police Academy of Cambodia as set forth to be submitted to the Minister of Interior.
• Execution of other duties and authorities entrusted by the Minister of Interior.
